[기고] 인류 공동의 적 코로나19에 맞서 함께 싸우며 / 해리 해리스

도널드 트럼프 대통령은 현재 대유행 중인 코로나바이러스와의 싸움을 보이지 않는 적과의 전쟁이라 표현했다. 나는 외교관이 되기 전 40년간 군인으로 살아오면서 모든 종류의 긴급사태에 대비해봤지만 현 상황은 세계대전이라고까지 부를 수 있을 것 같다. 이 감염병은 우리 세대가 직면한 가장 큰 도전과제 중 하나가 될 수도 있다. 이는 오직 시간만이 말해줄 수 있을 것 같다.

 

우리는 적을 물리치고 싸움에서 이기기 위해 우방국과 파트너 국가들이 중요하다는 사실을 역사를 통해 배웠다. 지금 이곳 한국에서는 이러한 사실이 더욱 두드러진다. 수세대에 걸쳐, 한-미 동맹은 동북아시아 평화와 번영에 핵심축 역할을 해왔다. 한국 국민과 미국 국민은 말할 것도 없고, 특히 감염병과의 전쟁 한가운데로 뛰어드는 영웅들, 의료진과 응급요원이 보여준 대응은 우리에게 새로운 용기와 희망을 준다. 동맹국·파트너국 사이의 긴밀하고 투명한 조율은 위기 시에 신속하고 효과적인 대책을 세우는 데 있어 핵심이다. 투명성이 생명을 살린다.

 

70년 전 한국과 미국은 함께 싸웠고, 이 놀라운 동맹을 출범시켰다. 전쟁의 시련 가운데 태어나 함께 흘린 피로 단단해진 파트너십을 토대로 한·미 양국은 지금까지 모든 도전과제를 함께 극복해왔다. 공통의 가치관, 수많은 인적 관계, 첨단의 협력을 특징으로 하는 우리 양국 관계는 이 위험한 병원균을 양국에서뿐만 아니라 전세계에서 방지·극복하려는 우리의 최근 노력으로 더욱 그 빛을 발하고 있다. 최근의 통화스와프 협정, 그리고 바이러스 위험지역에서 각국의 국민을 대피·이동시키기 위해 진행되는 양자협력은 자국민을 안전하게 하면서 두 국가의 경제도 강하게 지키고자 하는 양국의 의지를 보여준다. 나는 동맹 관계의 가치는 지금과 같이 어려운 때에 가장 극명하게 나타난다고 생각한다.

 

코로나19 대유행이 발발한 이래 한국의 대응은 바이러스와 성공적으로 싸우는 모범사례가 되었다. 열린 민주국가에 사는 의지의 한국인들은 모든 힘과 두뇌와 자원을 쏟아부어 감염병에 대응했다. 한국의 대응 방식에는 자유롭고 독립적인 언론, 정확하고 투명한 정보 공유, 적극적이고 기술혁신적인 최고 수준의 검사, 사회적 거리두기에 대한 창의적인 강조, 탄탄한 예방조치 등이 있다. 나는 최근 인천국제공항에 가서 한국이 얼마나 성공적으로 이번 코로나 대유행에 대처하고 있는지 직접 볼 기회가 있었다. 한국정부·군·경찰·의료·공항 관계자들이 전방에서 출입국 여객들을 면밀히 검역하고 적절히 관리할 수 있도록 신속히 절차를 마련하는 모습을 봤다. 그 이후 한국은 이러한 절차를 통해 자국민은 물론 나를 포함한 20만명의 미국인처럼 한국에서 살거나 일하거나 이곳을 방문하는 외국인들뿐만 아니라 전세계의 시민들까지도 보호하고 있다는 것을 증명했다. 지금 전세계를 휩쓸고 있는 이 위기의 초기 단계부터, 나는 우리 양국이 한-미 간의 사람과 상품이 안전하게 오고 갈 수 있도록 협력해온 점에 대해 감사한다. 이런 협력은 초석이 되는 안보동맹, 왕성한 상업관계, 광범위한 학계·예술계 교류, 그리고 앞서 언급한 깊은 인적관계를 아우르는 양국의 특별한 파트너십을 반영한다.

 

바로 지난주 전화 통화에서 트럼프 대통령이 문재인 대통령에게 확인했듯이, 미국은 코로나19에 대한 한국의 적극적인 대처와 이번 세계적 대유행이 일어나는 동안 서울과 워싱턴 사이의 긴밀한 협력을 고맙게 생각한다. 또한 미국 시장에 한국산 진단키트가 신속히 판매될 수 있도록 해준 문 대통령의 결정도 감사하게 생각한다. 지금같이 불확실한 때에는 동맹국·파트너국·우방국 간의 긴밀한 협력만이 빠르고 효과적인 대응을 마련하고 실행할 수 있도록 해준다. 미국의 가까운 동맹국이 코로나19 대응에 있어 황금 기준을 제시하고 있어 자랑스럽고, 미국뿐 아니라 전세계와 최고 수준의 전문지식을 공유하고 있어 기쁘다.

 

나는 최근에야 “같은 배를 타고 강을 건넌다”는 한국어 표현을 배웠다. 역경의 시대에 한국인과 미국인, 나아가 전세계의 시민들은 다 같은 배를 탔다. 이번 코로나 대유행을 정확하게 진단·치료·극복하기 위해 우리는 모든 도움의 손길을 필요로 한다. 지금은 모든 국가가 함께 일할 때다. 트럼프 대통령은 “우리가 앞을 보고 터널 끝의 빛을 보기 시작할 때 큰 희망이 있으니 우리가 집중하고, 강해지자”고 했다. 우리 모두가 힘을 합쳐야 하는 이유다.

[COVID-19: Fighting a Common Enemy Together]- Harry Harris, U.S. Ambassador to the Republic of Korea

 

President Trump describes our fight against the coronavirus pandemic as a war against an “invisible enemy.” Prior to wearing the 3-piece, pinstriped uniform of a diplomat, I spent 40 years in the U.S. military preparing for contingencies of every sort, so I would even go so far as to call this a world war. This contagion could well be one of the biggest challenges facing our generation...only time will tell.

 

History reminds us that allies and partners are critical to defeating an enemy and winning any global fight. Nowhere is this truer than right here in the Republic of Korea. For generations, the U.S.-ROK Alliance has been the linchpin of peace and prosperity in Northeast Asia. The response by the citizens of the Republic of Korea and the United States, especially by our medical and first responder heroes who run to the sounds of the guns and into the heart of the pandemic, gives us renewed encouragement and hope. During times of crisis, close and transparent coordination among allies, partners, and friends is key to developing swift, effective responses. Transparency saves lives.

 

Seventy years ago, the ROK and the United States fought side by side, putting into motion what would become this amazing Alliance. Forged in the crucible of war and hardened by blood spilled together, our partnership has faced no challenge which we could not overcome together. Our relationship is distinguished by shared values, myriad people-to-people ties, and leading-edge cooperation, highlighted by our latest efforts to contain and overcome this dangerous pathogen -- not just in our countries but globally. Our recent currency swap agreement and our ongoing bilateral cooperation to ensure safe evacuation and passage of our respective citizens from virus hot zones demonstrate our commitment to keeping our people safe and our economies strong. To me, the value of alliances is most evident in times of hardship such as these.

 

Since the outbreak of this pandemic, the ROK's response serves as a model to successfully fight this virus. The South Korean way brings to bear all of the might, brainpower, and resources of a determined people living in an open democracy - a free, independent press; accurate and transparent information sharing; aggressive, technically innovative, and first-rate testing; creative emphasis on social distancing; and rock-solid preventative measures. In order to see first-hand how successfully South Korea is confronting this pandemic, I recently visited Incheon International Airport. There I witnessed South Korean government, military, police, medical, and airport officials working on the frontlines to rapidly stand up procedures that would ensure passengers departing from, and arriving into, South Korea are carefully screened and properly cared for. In the days since, evidence has shown that through these procedures South Korea is protecting not only its own citizens and non-Koreans who live, work, and visit here – like the 200,000 Americans of which I’m one -- but also the citizens of the world. Since the opening days of a crisis that has now enveloped the globe, I have been grateful for how our countries work together on the safe flow of people and goods between our countries. That cooperation reflects our unique partnership: our foundational security alliance, robust commercial linkages, expansive academic and artistic exchanges and, as previously mentioned, our deep people-to-people ties.

 

As President Trump affirmed to President Moon in their telephone conversation just last week, the United States appreciates the Republic of Korea’s aggressive fight against COVID-19 and Seoul’s close cooperation with Washington during this global pandemic. We also appreciate President Moon’s decision to expedite the sale of South Korean test kits on the U.S. market. In such uncertain times, only close coordination among allies, partners, and friends will ensure a swift and effective response is developed and deployed. I am proud that America's close ally is the global gold standard in its handling of COVID-19, and I'm pleased that the ROK is sharing its world class expertise with not only the United States, but the world.

 

I recently learned the meaning of the Korean expression, “crossing a river in the same boat.” In such times of adversity, the people of the Republic of Korea and the United States—indeed the world―are all in the same boat. We need "all hands on deck" to accurately diagnose, treat, and overcome this global health pandemic. Now is the time for all nations to work together. President Trump has said there is “tremendous hope as we look forward and we begin to see the light at the end of the tunnel - stay focused and stay strong.” Those are marching orders we can all rally around
